The Argentine forward slapped Sullivan, 22, during a heated exchange at Subaru Park on 19 August.
The altercation appeared to have been sparked by Sullivan catching Messi with an elbow after the Argentine had released the ball.
Officials stepped in swiftly to prevent the confrontation from escalating further.
The fixture at Philadelphia's ground was a fractious affair throughout its closing stages.
Two players received red cards late on, with Inter Miami's Yannick Bright and Cavan Sullivan — Quinn's brother — both sent off during added time.
